I guess back in the day they wanted to keep sublight travel pretty simple to deal with, so decided reactionless would be ubiquitous. Though, nothing says it's not still around in more primitive societies.<br /><br />IIRC my slice of the setting was taking place only a few years after the capitulation of the Vilani, as the Terran government is still scrambling to come to terms with all that.
